This is obviously depauperate (underdeveloped). The inflorescence should be branched and the whole plant should be larger.
However, I think it is pretty and shows the bright red color petals that makes it spectacular (hence, spectabilis).
If you are a purist and demand something approaching perfection, don't grow this in Mediterranean conditions.
